States of Emergency (dated from July to December, 1985 and copyrighted 1986) was published as the International Concrete Poetry Archive Publication Number 11 (Oxford) in 1987 with cover art and visual elements by O'Sullivan. Red paper covers over saddle-stapled sheets. 21 x 28 cm. The work, as indicated in subsequent editions, is dedicated to Barry MacSweeney, and was included in Body of Work (Hastings: Reality Street, 2006).
